About

Chuck Downey is the owner of C & D Professional Services, a company specializing in commercial, industrial, and government surplus material and equipment. He and his associates bring excellent buying opportunities to companies in all 50 US states and abroad. His role in the company is the oversight of all projects, assisting associates with purchasing decisions, sales, and logistical management as needed.

Interest in government surplus began 35 years ago, and after experiencing some initial success at a local Army base, Chuck decided to work full time buying and selling an amazing variety of fascinating equipment, including a $450,000 EOTS Cinetheodolite, which he agreed to purchase for $10. After being featured in Readers Digest in 1990, calls came in from around the country, asking about the surplus business, so a surplus business seminar was formulated, and seminars were given by Chuck in Oklahoma, California, Arizona, Texas and Washington.

Prior business experience, and a familiarity with electrical, electronic, refrigeration, hydraulic and pneumatic equipment, coupled with a strong mechanical aptitude, has all served well to help in the constant decision making process regarding purchasing (or not) the steady stream of equipment that becomes available every day in the surplus business.

Chuck has been married to his wife, Dot, for 57 years, and they have four adult children and ten grandchildren. He has been fairly active all of his life and has a pilot’s license, enjoys boating, motorcycling, racquetball, scuba and free diving. He is also a retired senior pastor of a local church, and continues to serve in a street ministry in Olympia, WA.

Over the years, Chuck and his highly qualified associates have put together millions of dollars’ worth of deals on both new and used equipment and material. Trust, integrity, and honoring your word are all of paramount importance throughout his company.

C & D Professional Services, and has over 55 years of business experience. He understands the importance of being able to trust those that you are doing business with, and that integrity in any company, is a critical component for repeat business and long term success.

Dot Downey

Owner / Bookkeeper

Dot Downey has been with
C & D Professional Services since the company began in 1985. In addition to receptionist responsibilities, she handles all of the bookkeeping. Dot Downey works hard at keeping things organized on the administration side of the company.

Christina Brown

Christina Brown started purchasing surplus equipment in 1994. She specializes in seeing a project from start to finish. From equipment acquisition to logistics, Christina wants every customer extremely pleased with the outcome of the deal.

Rebecca Rounds

Rebecca Rounds joined C & D Professional Services in the spring of 2018. She’s responsible for facilitating inspections, marketing and negotiating with prospective buyers. She’s passionate about putting good deals together with companies and seeing the project through, until the end. Building strong relationships, both personal and professional is paramount to her.

C & D Professional Services has been involved in the surplus industry for over 35 years. We have purchased, sold, and brokered millions of dollars worth of government, commercial, and industrial surplus. We deal with a wide variety of marine, utility, medical, aircraft ground support, laboratory, manufacturing, electronic, electrical, hydraulic, and textile equipment.
